Pedestrian Accidents in Macon: Why Bibb County Ranks Among Georgia’s Worst

Georgia’s pedestrian safety problem is well documented. Bibb County’s is worse than the State’s, and by some measures worse than anywhere else in Georgia.

This is not a rhetorical claim. It comes out of data published by the Georgia Governor’s Office of Highway Safety, the Georgia Department of Transportation, and federal crash reporting — and if you or someone in your family was struck while walking in Macon, the context changes how the claim should be handled.

Where Bibb County actually ranks

Highest rate in the state, on 2022 data. In the Governor’s Office of Highway Safety’s analysis of 2022 non-motorist data, Bibb County had the highest rate of pedestrian serious-injury and fatal crashes of any Georgia county — 22.41 per 100,000 population, ahead of Clayton County at 20.57 and Chatham at 19.59.

A rate far above comparable Georgia cities. The same office’s 2023 non-motorist report counted 82 pedestrians seriously or fatally injured in the Macon Census Designated Place over 2021–2023 — a rate of 52.39 per 100,000, ranking Macon 21st among Georgia CDPs and about 1.9 times the 28.20 rate for Georgia’s other urban areas.

A third of all traffic deaths. Federal crash data for 2021, as reported in Georgia’s federal highway safety plan, recorded 15 pedestrian fatalities in Bibb County — among the top five counties in the state, and 32% of all traffic fatalities in the county that year. Nationally, pedestrians are closer to one in six traffic deaths. In Bibb County that year, they were nearly one in three.

A designated focus county. GDOT’s 2018–2022 Pedestrian Safety Action Plan, built on 2011–2015 crash data, named Bibb County one of twelve statewide focus counties. In that five-year window Bibb recorded 377 pedestrian crashes, 299 pedestrian injuries, and 27 pedestrian deaths.

And it is not improving. Macon-Bibb County’s own traffic safety reporting, released in August 2026, shows total crashes falling — from 10,506 in 2019 to 7,957 in 2025 — while pedestrian crashes moved the other way. Pedestrian injury crashes rose from 53 in 2023 to 74 in 2025, a roughly 40% increase. Non-motorist deaths ran 17 in 2021, 17 in 2022 (including two bicyclists), 16 in 2023 (15 pedestrians and one bicyclist), 8 in 2024, 12 in 2025, and 14 through August 19, 2026 (13 pedestrians and one cyclist).

The conditions behind the numbers

Statewide 2023 data describes where pedestrians are killed in Georgia with uncomfortable precision: 72% on roads posted at 45 mph or higher and 83% in dark conditions — and, over the past decade, more than three-quarters away from intersections.

That profile maps directly onto the roads where people in Macon actually walk. Gray Highway, Pio Nono Avenue, Eisenhower Parkway, Emery Highway — multi-lane, high-speed, long stretches between anywhere a pedestrian can legally and safely cross.

GDOT’s focus-corridor analysis of Gray Highway, using 2011–2015 data, found marked crossings roughly 2,640 feet apart — half a mile between legal crossings — on a road carrying up to 47,600 vehicles a day at speeds of 35 to 55 mph. When a road is designed that way, people cross where they are, not where the paint is.

Why the defense will blame the pedestrian, and how Georgia law actually works

Expect it. In nearly every pedestrian case, the insurer’s first position is that the person on foot darted out, was not in a crosswalk, was wearing dark clothing, or was impaired.

Georgia uses modified comparative negligence. A pedestrian who is partly at fault can still recover, reduced by their percentage of fault, so long as that percentage stays below 50%. Being outside a crosswalk is evidence of negligence; it is not a rule that ends the claim. Drivers retain a duty to exercise ordinary care and to keep a proper lookout, and a driver who was speeding, distracted, or impaired does not get absolved because the pedestrian crossed mid-block on a road with no crossing for a quarter mile in either direction.

The roadway environment is part of that analysis. Where someone was struck, how far the nearest marked crossing was, whether the segment was lit, and what the sight lines looked like at that hour are all facts a jury is entitled to hear.

The hit-and-run problem, and why your own policy matters

Local tracking of Bibb County non-motorist deaths shows a persistently high share of hit-and-run: three of the 17 deaths in 2021, seven of 17 in 2022, and five of 16 in 2023.

If the driver is never identified, the claim does not automatically end. Uninsured motorist coverage on your own auto policy — or on a resident relative’s policy — can respond to a hit-and-run pedestrian claim in Georgia, and stacking across policies is sometimes available. This catches people off guard: you do not have to have been in a car for your car insurance to matter.

Claims against a government entity move on a much shorter clock

If a roadway condition, missing crossing, signal problem, or absent lighting contributed, a claim may reach GDOT or Macon-Bibb County. Those claims carry sovereign immunity defenses and, critically, mandatory written notice requirements that arrive long before any two-year filing deadline.

For Macon-Bibb County specifically, the safe assumption is a six-month written notice. A claim against a State entity such as GDOT runs on the Georgia Tort Claims Act’s twelve-month notice, with strict content and dual-service requirements. Neither is forgiving.

What preserves a pedestrian case

  • Photograph the location, at the same time of day and in the same light. A daytime photo of a nighttime crash scene proves almost nothing.
  • Measure the distance to the nearest marked crossing. It is often the most persuasive fact in the file.
  • Find the video early. Gas stations, storefronts, and apartment complexes along these corridors run cameras and overwrite them in days.
  • Get the crash report and check it. Pedestrian reports are frequently wrong about point of impact and direction of travel.
  • Keep the clothing and the shoes. Do not wash them. They carry paint transfer, tire marks, and reflectivity evidence.
