Cars are being broken into and, in some cases, people are being attacked in apartment complexes and restaurant parking decks—places we expect to be safe. The police cannot be everywhere. If these crimes are going to be prevented, they will be prevented by the owners and the people responsible for the properties taking the security measures they are supposed to take. If your car was broken into or you personally suffered violence at one of these locations, the property owner may be accountable.
